Tainan City’s Soil and Groundwater Remediation Programs Earned Special Distinctions for Two Years Straight

The extraordinary effort and commitment that the Environmental Protection of the Tainan City Government poured into soil and groundwater remediation programs, has helped it earn “Special Distinction” – the topmost honor in the category – from the Environmental Protection Administration in 2017. EPA has won the honor for two years in a row. EPA Deputy Minister Jhang Zih-jing presented the medal to those representing the Environmental Protection Bureau, praising them for their extraordinary endeavor, and encouraged them to continue the good fight to ensure the cleanliness of soil and groundwater.

EPB representatives stressed that the Tainan City Government has truly delivered on its commitment to soil and groundwater remediation, as evidenced by the delisting of 14 pollution sites in 2017; further, approximately 26 hectares of polluted land have been treated; heat treatment has also been initiated by China Petrochemical Development Corporation (CPDC) at its An-shun site as part of its soil pollution remediation program. By the end of 2017, 119,979 tons of polluted soil have been removed; 9,184 tons of which underwent heat treatment. Every remediation practice aforementioned was executed in the spirit of environmental-friendliness and precision, in compliance with responsible administration, professional division of labor and business integration so that the treatment process was effectual. In addition, EPB has reached out to factories with high pollution potentials by offering efficacious consultation service, while assisting gas stations with instituting pollution prevention measures, and organizing routine presentations on ordinance governing soil pollution, in hopes of minimizing risks associated with soil and groundwater contamination.

EPB vowed that it would continue its programs in the spirit of environmental-friendliness and precision, as regulations and statutes governing soil and groundwater protection have grown more rigorous to ensure the living quality of the people. Every governing agency should step up its management process with routine inspections, checking whether there are any leaks or damage in equipment and machinery; landowners who have leased idle properties should heed all the environmental protection regulations, while making routine inspection tours of the property to see if any waste, contaminated soil or water has been illegal dumped, to protect their rights and interests. A concerted effort in soil and groundwater preservation is the only key to fulfilling the vision of “protecting Tainan’s beautiful land, water, and living space to create a healthy, livable community.”
