The district was administered under Tianfu-Tianxing County during the Kingdom of Tungning. In 1684, the Taiwan Government was founded with three counties, including Fengshan and Zhuluo. Houbi belonged to the former Zhuluo County, a truly wild area back then. In 1731, when the prefecture political system was established, this area was then changed to ‘Yenshuigang Prefecture,’ governing ‘XiaQiedong Southern Fort,’ ‘XiaQiedong Northern Fort’ and ‘Baishi Gongtang Fort.’ Later due to the readjustment made to the administrative districts, the district was restructured to ‘Chiayi Prefecture.’ On September 1st, 1920, Taiwan’s local system underwent great reforms which abolished the prefectures and set up a prefecture, district and village system, renaming the XiaQiedong Southern Fort, Bengxie Village, Niaoshuilin Village, Anxiliao Village, XiaQiedong Northern Fort, Jingliao Village, Bengpi Village, Changduanshu Village, Zhuweihou Village, Xingang East Village, Shan Qiedong Village, Tugou Village, and Baishi Gongtang Fort, and Baihedun Village under former Chiayi Prefecture, collectively to ‘Houbi Village,’ with administration under Xinying District of Tainan Prefecture. After Taiwan’s Retrocession, the Taiwan Prefecture Takeover Committee was established and renamed the area ‘Houbu Township of Tainan County.’ On December 25th, 2010, the consolidation of county and cities upgraded the combined Tainan County and Tainan City into a municipality, thereby renaming this district ‘Houbi District of Tainan City.’
