黃振興
Huang Zhen-xing
In 1931, Huang started a savings deposit operation at Jingliao Credit Section, and it was the start of financial business in Huobi District. He founded the Huang Zhen Xing Joint Venture Association to help establish rice milling and sauce processing factories for domestic and foreign sales. He also promoted the diversity of agricultural byproducts in Tainan County. Moreover, he supported the establishment of Chianan irrigation system, by donating land to solve the demand for farming irrigation in greater Tainan and therefore ‘The Celestial Farm’ did not face any water shortages due to his substantial contribution to the region.
楊群英
Yang Qun-ying
Former Chia-Nan Irrigation Association Chairman and Tainan County Deputy Chairman, Yang managed the irrigation operations and implemented water resource development. He is credited with promoting national agriculture production. 
殷占魁
Yin Zhan-kui
Yin advocated the establishment of a council under Japanese rule. He was once a Taiwan provincial councilor, who became the Taiwan Provincial Farmers’ Association Director-General, leading the operations of the national farmers’ association. and making the farmers’ association one of the core economies in Taiwan. He is highly regarded because of his many contributions.
李連春
Li Lian-chun
Li was the director of the Taiwan Cooperative Bank, the director of the Agriculture and Food Agency, and a presidential adviser. He planned the agriculture renovation solution and implemented food control policy so that the government could transfer food appropriately, and he has thus made excellent contributions.

Huang Kun-hu
In 1975, Presidential Advisor Huang was the first to found a professional chicken  farm, including a chicken breeding farm, a hen egg laying farm, poultry broiler farm, and a simulated chicken farm to promote a new look for the chicken farming industry in Taiwan. Huang was once the chairman of the Tainan County Tennis Commission, and in this role he invested money and effort in cultivating many basic-level tennis players for Taiwan.
He is currently devoted fully to the preservation of the natural ecology and to environmental issues. Currently a presidential advisor who provides national intelligence to the president, he is highly regarded by the  people.
林國信
Lin Guo-xin
Former dean of National Taiwan University Hospital and currently the director of the Hematology Society of Taiwan and the National Defense Medical Center Medical Students' Committee, as well as President of the Childhood Cancer Foundation, Lin has assisted Taiwan in improving the environmental quality of various medical institutions, and his work in promoting the modernization of our medical system has been indispensable.
謝龍波
Xie Long-po
Born in Baishatun, Houbi District, in 1919, Xie Long-po graduated from Chiayi Agricultural College and Takushoku University in Japan. Xie was an accredited Ninth Dan Judo black belt holder, presently the highest level held in Taiwan. He worked for many years as the Judo teacher at Qianjing Junior High School in Kaohsiung (former Second Municipal Junior High School) before his retirement. He took part in numerous international competitions and served as an international referee on behalf of Taiwan. He has cultivated many talented practitioners in the field of Judo.

Former Speaker Mei-Hui Lai 
Former Speaker of Tainan City Council, Mei-Hui Lai was born in Houbi, Tainan City and has served as the councilman for the 13, 14, 15, and 16th Tainan County Council and the 1st and 2nd Speaker after the merger of county/city. Mei-Hui Lai broke the record to become the first female speaker of Tainan City since the 16th Tainan County and City Council. Dedicated to local cultivation with solid foundation, Mei-Hui Lai is devoted in a professional full-time councilman based on civil opinions and strives for the rights and welfare of the public, promoting local industry leisure culture and integrating regional agricultural specialties to boost prosperity and progress. She is indeed the pride of Houbi.
