Jhongying used to be one of the military towns established during the Jheng Dynasty. As this particular encampment was between Dingying and Xiaying, it was aptly named Jhongying (middle encampment). Fong Shih-tong, the eighth section of Shuweilin She from Jhangpu County of the Jhangjhou army, was put in charge of the clearing of these lands. Cingfugong is Jhongying hamlet's temple and serves as the seat of Jhongtan Yuanshuai (Marshal Nezha of the Central Altar). The image of the marshal mounted upon a horse differs from those that depict him skating on fire wheels, and is reputedly the only image of Marshal Nezha riding a horse. Legend has it that Fong Shih-tong was the one who brought the image to Taiwan. The temple was first constructed in the 55th Year of Emperor Cianlong (1790). But it was not until the 13th Year of Emperor Taisho, after the temple was rebuilt using bricks, that it adopted its current name of Cingfu Temple, which stood for Cing de Futian (celebration upon receiving such bountiful land). During the district reorganization that took place after World War II, the entire village was renamed Jhongying Village.
