Xiaying Village is at the center of Xiaying District. The name Xiaying was derived from the tuntian (military farms and settlements) established during the Jheng Dynasty. Xiaying served as the farming settlement of Youwuwei Army and was located on the banks of Jishuei River. Because this settlement was located west (downstream) from Dingying and Jhongying and closer to the coast, it was called Haician Village. District reorganization that took place after World War II later renamed this village as Xiaying Village.
